# When Your Client Is Above The Subsidy Line: Off-Exchange Options

## TL;DR

Clients whose income leaves them little or no APTC still have options. Off-exchange ACA-compliant plans can offer different carriers, networks, and price points. Quote both markets in the same session so the client never leaves thinking nothing fits.

## Key data points

- Clients above the subsidy threshold pay full price on-exchange, which makes off-exchange comparison the only way to find them a better net rate.
- In unLocked CRM, an above-the-subsidy-line quote returns off-exchange alternatives in the same screen as the Marketplace results.

Every health agent knows the moment: you enter the household, the subsidy estimate comes back at $0, and the client's face drops at the full-price premium on the screen.

That moment used to end appointments. It does not have to.

## The above-the-line problem

When the APTC estimate is zero, on-exchange plans are simply full-price major medical plans. The client assumes that is the whole market — unless you show them it is not.

## What off-exchange adds to the conversation

- **Different carriers.** Some carriers sell only off-exchange in certain counties, which means networks and formularies the Marketplace shelf never shows.
- **Different pricing.** The same metal tier can price differently off-exchange, and without subsidy math clouding the comparison, the client sees clean numbers.
- **A reason to stay.** The client came to you for options. Off-exchange quoting means you always have another one.

## The workflow that keeps the client

1. Run the ACA quote with household and income as given
2. Show the on-exchange results with the subsidy estimate — even when it is $0, the client should see why
3. Move straight to the off-exchange results on the same screen
4. Compare net premiums, networks, and deductibles side by side
5. Save the quote to the contact so the follow-up is documented

In unLocked CRM, steps two and three are the same quote. The ACA Marketplace quoter returns on-exchange plans with the estimated APTC applied and off-exchange private health plans together, so the pivot takes seconds and the client never feels the dead end.
